Owl Cloaks are advanced relics that are inherited from other family members, and each cloak comes from a house lineage. As such, they are very personal to the owl wearing it. While it may in some way be possible for a non-owl to wear a cloak, Owls themselves would never stand for it, as it means a lot more to their entire family lineage than a simple means to move around. The cape is also able to lift big weights.[1]
In the first flight scene, during the tutorial, Otus' cape seems to flap faster than later in the game. This may be a reference to real birds, because while fledglings flap faster while they're starting to fly, though the strokes are weaker. This changes over time as they realize slower, stronger strokes are less energy consuming.
